On the procedure for conducting the All-Ukrainian Contest "UAUA"
1.1. These Terms (hereinafter – the Terms) establish and regulate the procedure for conducting the contest, participation conditions, voting mechanism, selection stages, and other measures necessary to determine the winners of the All-Ukrainian Contest "UAUA" (hereinafter – the Contest).
1.2. The Contest is founded by the Non-Governmental Organization "Association of Social Initiatives," EDRPOU code 40388348 (hereinafter – the Founder).
1.3. The Contest duration is 17 months, from June 25, 2025, to November 25, 2026. The timeline may be changed at the Founder's discretion.
1.4. The Contest is held within the territory of Ukraine.
1.5. Participation is open to any legally capable citizen of Ukraine (whether located in Ukraine or abroad) who is 18 years of age or older on the start date of the Contest (hereinafter – the Participant). By participating in the Contest, Participants confirm their agreement with these Terms and all conditions of participation.
1.6. Participants consent to the processing, storage, and use of their personal data in accordance with the Contest's purpose and objectives (including the dissemination of news, notifications, and advertisements) and applicable legislation.
1.7. Participation in the Contest confirms the Participant's familiarity with these Terms.
1.8. Relationships not regulated by these Terms are governed by current Ukrainian legislation, as well as separate Rules (orders and agreements) established by the Founder's decisions.
1.9. The Founder reserves the right to amend specific conditions of these Terms (by introducing changes and additions), suspend, terminate, or cancel the Contest.
2.1. The purpose of the Contest is to create an alternative model of state governance that will serve as an advisory body to the current government.
2.2. To identify talented representatives of the Ukrainian public who, through demonstrated high intellectual abilities, professional and moral qualities, and an active civic position during the Contest, are capable of implementing promising solutions to enhance the role of society in decision-making at local and national levels.
2.3. To form a team of independent professionals with experience, impeccable reputation, and public support, capable of implementing promising state-building processes.
3.1. To promote the development by Contest Participants and communication to central and regional state authorities and local self-government bodies of priority draft decisions aimed at implementing specific steps toward ensuring political stability, mutual understanding in society, socio-economic development, and other critical issues for the state and society.
3.2. To engage broad segments of the public in direct participation in socio-political life at the level of administrative-territorial units and the state as a whole; to increase citizens' interest in understanding the informational foundations of the legislative process and developing urgent legislative initiatives.
3.3. To encourage public activists to enhance their leadership qualities, practice effective communication, and make collective decisions with local community leaders, government representatives, and leading experts in the socio-political sphere of the state.
3.4. To implement practice-oriented courses (trainings) aimed at equipping Contest Participants with the knowledge and skills necessary for potential future participation in effective activities in political and state-building spheres.
3.5. To create conditions as close as possible to the real functioning of alternative central executive, legislative, and typical local government bodies, where Participants, conditionally acting as public officials or elected positions, have the practical opportunity to identify pressing issues at the state and regional levels and, together with the public, develop effective solutions.
3.6. To enhance the motivation of a wide range of the public (especially youth) to acquire knowledge and practical skills in state-building activities, understand the specifics of public service, and the functioning of various government institutions.
4.1. The Founder selects the composition of the Organizational Committee of the All-Ukrainian Contest "UAUA" (hereinafter – the Organizational Committee) and may make changes by revoking the powers of Committee members and appointing others in their place.
4.2. The Organizational Committee consists of five (5) representatives (authorized persons) of the Founder and one (1) representative (authorized person) from other legal entities that wish to directly participate in the Contest’s implementation (including becoming sponsors of the event).
4.3. The Organizational Committee is led by a Chairperson and a Deputy Chairperson, elected from its members.
4.4. The Organizational Committee addresses all ongoing issues related to the Contest’s implementation, including drafting a calendar plan, selecting and approving participants, determining winners, and carrying out all other necessary organizational measures.
4.5. The Organizational Committee, in accordance with established procedures, may collaborate with central and local government bodies, enterprises, institutions, organizations, as well as individuals – scholars, experts, and leading specialists in various sectors of the economy, social sphere, culture, arts, sports, and public and political figures.
4.6. The Organizational Committee operates based on self-governance, equality of all its members, transparency, and democracy, guided by current legislation, these Terms, and resolutions, proposals, and recommendations from the Founder.
4.7. Any external interference in the Organizational Committee’s work aimed at influencing the determination of Contest winners is prohibited.
4.8. Decisions of the Organizational Committee are made by open voting at general meetings of the Organizational Committee (hereinafter – Committee Meetings). Committee Meetings are convened by the Chairperson (or, on their behalf, the Deputy Chairperson) and held as needed, but at least once a month.
4.8.1. Committee Meetings are attended by members of the Organizational Committee.
4.8.2. Committee Meetings are valid if at least two-thirds (2/3) of the total number of Organizational Committee members participate. Each member present at the meeting has one vote.
4.8.3. Decisions at Committee Meetings are made by a simple majority of votes. Meetings are recorded in minutes by a Secretary, whose candidacy is elected on a permanent basis upon the Chairperson’s proposal.
4.8.4. The Chairperson (or, in their absence, the Deputy Chairperson) presides over Committee Meetings, sets the agenda, signs the meeting minutes, and performs other functions outlined in these Terms.
4.9. Decisions of General Meetings may be published for review by Contest Participants and the public if necessary.
5.1. First Stage – Initial selection of Contest Participants by categories:
5.1.1. Expected outcome: Formation of teams of promising, talented public representatives in each (or most) regions of Ukraine for participation in subsequent stages of the Contest.
5.1.2. This stage involves organizing various online competitions, intellectual contests, and tests.
5.1.3. Duration: 12 months.
5.2. Second Stage – Presentation by Contest Participants of their project programs aimed at addressing the most pressing issues at national and local levels.
5.3. Online voting for candidates for alternative positions (creation of a platform similar to a "party in a smartphone").
5.3.1. Expected outcome: Selection of Participants whose presented project programs are deemed the most successful through voting. Winners of this stage advance to the third stage of the Contest.
5.3.2. This stage determines the number of alternative positions and the entire structure of alternative bodies.
5.3.3. The progress of the Contest (including information about Participants) is regularly covered in the media and online resources.
5.3.4. Duration: 1 month.
5.4. Third Stage – Direct work in the alternative positions outlined in section 5.1 of these Terms. Simulated performance by Contest Participants of the duties of parliament deputies, ministers, heads of RSAs, heads of district state administrations, deputies of regional, city, and district councils, and other heads of alternative bodies.
5.4.1. Expected outcome: Development of draft laws and other regulatory acts of Ukraine, as well as urgent decisions at local and national levels, which, in the opinion of Contest Participants, are priorities for consideration and adoption by current state authorities and local self-government bodies of Ukraine.
5.4.2. This stage also includes organizing direct meetings of Contest Participants with current representatives of central government bodies, members of the state’s legislative authority, representatives of state, elected, and executive local government bodies, and residents of electoral districts.
5.4.3. Duration: 4 months.
6.1. Winners of all Contest stages are determined by the Organizational Committee by calculating points awarded to each Participant based on the results of contest tasks. These points are recorded in individual evaluation sheets, taking into account the results of online voting conducted among viewers of media resources covering the Contest’s progress.
6.2. All interested Ukrainian citizens will have the opportunity to vote around the clock for their preferred Participant at the relevant Contest stage.
6.3. Winners of the final stage of the Contest are awarded diplomas and other honorable distinctions by the Organizational Committee, as well as prizes from Contest sponsors.
6.4. Winners of all Contest stages will be offered to form the basis of a new political force to participate in future regional elections and elections to the Verkhovna Rada.
6.5. State authorities, local self-government bodies, other legal entities, private patrons, and Ukrainian and international non-governmental organizations may, at their discretion and with the agreement of the Organizational Committee, award their own prizes, awards, and distinctions to Participants at each stage of the Contest.
6.6. Participants who have completed two stages of the Contest will be recommended for employment in state authorities.
6.7. Television channels and other media outlets covering the Contest’s progress will produce TV diaries detailing the post-contest lives of winners.
7.1. Funding for the Contest is provided by the following sources:
7.1.1. Contributions from sponsors and donors.
7.1.2. Other sources of financial support for the Contest budget, not prohibited by current state legislation.
8.1. These Terms take effect upon their approval by the Founder.
8.2. From the start of the Contest, new Co-organizers may join. In such cases, they agree to these Terms by signing a relevant cooperation agreement, which is formalized as an integral appendix to these Terms.
8.3. The text of these Terms (in full or abridged form) is published in the media and online resources, enabling free access for all potential Contest Participants and the general public.
8.4. By participating in the Contest, Participants agree to receive promotional materials related to the Contest and other ongoing campaigns jointly conducted by the Founder and Co-organizers.
8.5. Participants consent to participate in interviews conducted for informational (promotional) purposes related to their participation in the Contest. This includes participation in photo and video shoots, granting consent for the use of their image in photo and video materials, including (but not limited to) online platforms, for promotional purposes. No compensation is provided for participation in the aforementioned activities. Rights to materials obtained from these activities belong to the Founder and Co-organizers, unless otherwise specified in a separate agreement between the Contest parties: Participant, Founder, and Co-organizers.
8.6. The Founder and Co-organizers are not responsible for the inability to contact a Participant (winner) due to incorrect contact information provided by the Participant or other reasons not attributable to the Founder or Co-organizers.
8.7. The Founder may, at its discretion, disqualify a Participant from the Contest (at any stage) if circumstances are identified that, in the Organizer’s opinion, indicate potential non-compliance with Contest rules.
8.8. The Founder and Co-organizers are not liable for failure or improper fulfillment of their obligations if such failure results from force majeure circumstances. The Founder and Co-organizers do not compensate for losses or damages incurred by Participants related to their participation in the Contest, unless otherwise specified in a separate agreement between the Participant and the Founder/Co-organizers.
8.9. Decisions of the Founder, as well as joint decisions of the Founder and Co-organizers (made in accordance with these Terms), on all matters related to the Contest are final and apply to all Participants.
8.10. Participants are obliged to comply with these Terms, as well as all other rules and decisions made by the Founder and Co-organizers in accordance with these Terms and communicated to Participants through public disclosure. By participating in the Contest, a Participant confirms their familiarity and agreement with these Terms.
8.11. In case of discrepancies regarding the interpretation of these Terms, voting rules, or other conditions of the Contest stages, the Founder's interpretation is considered official and binding for all Participants.
